This is a rough timeline for a typical military family PCS-ing to Oahu. Some steps compress if you're PCS-ing on short notice, but the general flow holds.

6+ months out
Orders received. Start pet paperwork (rabies blood test timeline is the long pole — see pet section). Begin housing research on AHRN.com, MilitaryByOwner, and base housing office.
3-4 months out
Schedule POV shipment drop-off at a west coast VPC (San Diego, Oakland/Concord, or Tacoma). Book TLA-approved hotel for arrival week. Start school records gathering for dependents.
1-2 months out
Drop off POV at originating VPC. Confirm pet health certificate window (14 days). Start HHG packing. Make pet quarantine appointment or 5-day-or-less application to Hawaii DOA.
Arrival week

Matson runs the military POV shipping contract for Hawaii. Service members drop vehicles off at an originating VPC (Vehicle Processing Center) on the west coast — typically San Diego, Oakland/Concord, or Tacoma — and pick them up at the Honolulu VPC on arrival. The shipment itself takes only about 5-10 days on water, but that's a small part of the total timeline.

What happens at pickup

You'll sign for the vehicle, do a walk-around inspection (damage claims must be filed at pickup — after you drive off, it's on you), and drive it home. Expect the whole process to take 45-90 minutes once you're at the counter. Drop off your rental car on the way — our Ewa Beach yard is 15-20 minutes from the VPC.

💡 Pro tip: The weather at the VPC is often hot and humid. Bring water and expect to wait outside if the line is long. If you have kids, leave them at the hotel — the process is paperwork-heavy and not child-friendly.

Arriving at Honolulu International Airport (HNL / Daniel K. Inouye)

Your PCS flight lands at Daniel K. Inouye International Airport (HNL), historically known as Honolulu International. It's on Oahu's south shore near Pearl Harbor, which means:

HNL baggage claim can be slow, especially for international (Japanese/Korean) arrivals — plan for 30-60 minutes from gate to curb if you're traveling with multiple bags, car seats, or pets.

The UberXL / large-taxi entitlement most PCS families miss

This is one of the most under-publicized tips for arriving military families: you are entitled to reimbursement for economical ground transportation from the airport to your TLA lodging. For families with multiple bags, car seats, or a service animal, that often means a large vehicle — UberXL, Uber Black SUV, a minivan taxi, or a pre-arranged airport shuttle.

What the regulation says (plain English)

The Joint Travel Regulations (JTR) cover "usual and customary" transportation costs between airports, lodging, and duty stations. For PCS travel, that includes taxi or rideshare service from HNL to your approved TLA lodging or directly to your new base if TLA is not yet assigned.

How to claim it on your travel voucher

  1. Keep the itemized UberXL receipt (email or saved from the app).
  2. In DTS (Defense Travel System), when you file your first travel voucher after arrival, add a "Taxi" expense line with the UberXL amount.
  3. Upload the receipt as a supporting document.
  4. Your AO (Authorizing Official) can approve it as reasonable economical transport.
💡 Honest suggestion from us (a rental company): Don't rent a car at the airport the day you fly in. You're jetlagged, it's expensive, and you don't need wheels for a sleeping night. Take UberXL to your TLA hotel — claim it on your voucher — then Uber or taxi to our Ewa Beach yard the next day (or the day after) to pick up your monthly rental at a fraction of the airport-chain price.

TLA-approved hotels on Oahu by base proximity

"TLA-approved" doesn't mean the hotel has a special military rate — it means the hotel is allowed for Temporary Lodging Allowance reimbursement purposes. Your TLA amount is set by location — Kapolei and Ewa Beach hotels often come in under your max rate (leaving you a buffer), while Waikiki hotels often exceed it. Check current TLA rates with your gaining command sponsor or housing office.

This is one of the nastiest surprise expenses for arriving military families. Waikiki hotels charge $35-$70 per day for self-parking, and $50-$90/day for valet. Over a 30-day TLA stay, that's $1,200-$2,700 in parking fees alone — and parking is generally not reimbursable under TLA.

On-base lodging is almost always the best value for PCS families. Free parking, close to in-processing, pet-friendly in most cases, and usually the cheapest TLA-approved option. The downsides: limited availability (book the moment you have orders), older facilities in some cases, and sometimes no ocean view.

From TLA hotel to permanent housing — the multi-week reality

TLA is authorized for up to 60 days on Oahu (sometimes extendable with justification). Most PCS families use 30-45 of those days. Here's why it takes that long:

💡 The "furniture first" trick: Many families use their rental car to haul essential items (air mattresses, basic kitchen supplies, pet supplies) from Costco Iwilei, Target Kapolei, or Sam's Club to their new house before HHG arrives. Our Versas fit more than you'd think — more on that below.

Bringing your pets to Hawaii — the quarantine process explained

Hawaii is the only rabies-free state in the U.S., and its pet import rules reflect that. This is the single most detail-dense part of your PCS, and missing a requirement can mean 120+ days of quarantine for your pet. Read this section carefully.

The three Hawaii pet quarantine programs

  1. 5-Day-or-Less program — most military families use this. Pre-qualified pets are released within 5 days (or directly at the airport).
  2. Direct Airport Release — same prep as 5-Day-or-Less, plus arrival timing criteria. Pet released within hours at the Animal Quarantine Holding Facility at HNL.
  3. Standard 120-day quarantine — fallback for pets that don't meet pre-qualification. At Halawa Quarantine Station, Aiea. Expensive, stressful, to be avoided at all costs.

5-Day-or-Less / Direct Release requirements (the big ones)

⚠️ The #1 mistake: Drawing the FAVN rabies blood test too close to the flight. If the test is less than 30 days before arrival, your pet cannot qualify for 5-Day-or-Less. Start the rabies blood draw at least 4-6 months before PCS to build in safety margin.

Hawaii is one of a few states with no DoDEA (Department of Defense Education Activity) schools. That means every military dependent attends Hawaii Department of Education (DOE) public schools — or private/charter. Don't wait until you have permanent housing to start this process.

How to enroll during TLA

  1. Determine your school district based on your future permanent address (if under lease/contract) or the TLA hotel address if unknown. Hawaii DOE uses geographic attendance boundaries.
  2. Apply for a Geographic Exception (GE) if you want to keep your kid at the current school after you move — request during enrollment.
  3. Military families can enroll with a copy of orders plus TLA receipt as provisional proof of residence until lease is signed.
  4. Start the process within your first 1-2 weeks of TLA to avoid enrollment gaps.

Do you need a bigger rental car for a PCS family?

Short answer: usually no. Here's the math.

Renting two of our Nissan Versas is usually cheaper than renting one larger SUV or minivan — and it gives your family more flexibility since you have two cars instead of one. A few scenarios where this works well:

  1. Take UberXL from HNL to your hotel on arrival day (claim on first travel voucher — see above).
  2. Use U-Haul by-the-hour or U-Haul moving help for the one-off furniture move from HHG storage to your new home.
  3. Use U-Haul pickup trucks ($19.95/day + mileage) for Costco or Home Depot runs if you really need them.

Military PCS to Hawaii — FAQ

How long is TLA authorized in Hawaii?

TLA is authorized for up to 60 days on Oahu, sometimes extendable to 90+ days with command justification. Service members arriving for duty use the initial 60-day window to secure permanent housing. Check with your gaining command's housing office for the current cap.

Can I rent a car with an expired driver's license and my military ID?

In some states, yes — if your home-state driver's license has expired and your state permits you to use a valid Military ID as a substitute during the grace period. The catch is that it depends on whether the counter agent knows the rule. Chain rental agents are often unfamiliar with the regulation and will refuse, even when they legally shouldn't.

Bring your expired DL, your valid Military ID, and (if asked) we'll walk through your home-state's ID-substitution rule with you. A currently valid DL is always the safer bet, but if yours slipped during a PCS transition, we can often still get you rolling.

How early should I start the rabies blood test for my dog/cat?

At minimum 4-6 months before PCS. The FAVN blood sample must be drawn at least 120 days before arrival for Direct Airport Release, and at least 30 days before arrival for 5-Day-or-Less. Earlier is safer — if the test result is delayed or the titer fails, you'll need to retest.

What happens if my POV arrives while I still have a Baba rental?

You're welcome to return the rental early — just bring it back to our Ewa Beach yard. Please note that because our weekly and monthly rates are already heavily discounted compared to daily rates, we do not issue refunds for unused days on an early return. The logic is simple: the discount comes from you committing to the full period up front. If you expect your POV imminently, book week-to-week (rather than monthly) and extend in smaller increments.

Can I get reimbursed for my rental car during TLA?

Rental car costs are not part of TLA, but they are covered separately under some Service-specific dislocation/travel allowances while you wait for your POV. Check with your command's finance office — some Services reimburse a daily rental rate cap, others don't. Keep every receipt either way.

Is Waikiki good for a TLA hotel if I'm stationed at Schofield?

Honestly, no. Waikiki is 45-60 minutes from Schofield in traffic, and the hotel parking fees alone will blow past your TLA buffer. Kapolei hotels or Schofield Inn on-base are far better choices for Schofield/Wheeler families.

How much car insurance do I need for my POV in Hawaii?

Hawaii is a no-fault state. Minimum coverage: $20,000 per person / $40,000 per accident bodily injury liability, $10,000 property damage liability, and $10,000 PIP (personal injury protection). Most mainland policies extend to Hawaii — verify with your carrier. If you also need the Hawaii safety-check inspection documentation, that's handled separately (safety check is typically $20-$25 at most gas stations and lube shops; required annually).

What's the best website to find pet-friendly rentals in Hawaii?

AHRN.com (Automated Housing Referral Network) has a pet-friendly filter specifically for military off-base rentals. MilitaryByOwner.com is also strong. Off-base, Zillow and Rentals.com have pet filters but you'll need to verify breed restrictions case-by-case with landlords.

Do I need to get my car safety-checked as soon as my POV arrives?

Yes — within 30 days. Hawaii requires an annual safety check sticker for every vehicle. Most gas stations (76, Chevron) and some oil-change shops do it for $20-$25. You'll need: current vehicle registration (can be mainland state), proof of Hawaii-compliant insurance, and the vehicle itself. Once you re-register in Hawaii, the safety check timing resets.

How do I register my POV in Hawaii?

Within 30 days of arrival, take your POV to a Hawaii DMV (Satellite City Hall) with: current registration, title (or lender info if financed), Hawaii safety check cert, proof of insurance, your military ID and orders, and the registration fee. As military, you may qualify for a non-resident registration option that keeps your home-state registration valid — ask at the DMV.
